I have mentioned once that keywords are most important in SEO. And keywords in URL shouldn't be ignored as it helps a lot in getting you for a higher ranking. By the way, there are few parts of your web page that needed to emphasize with keywords.

Title of web page
Title of the web page is important as it can briefly summarize the whole content of your site. If you're writing about dog related content, then your title should be about dog. i.e. if the url is http://dogs-care.net and the content of your title tag should be '<title>The Dog Caring Centre - All the dog's needs!</title>' or '<title>
The World Avenue cares about dogs</title>' or something like that. Anyhow, your title must be added in with the keywords you would want to optimize. This will help you in getting top-ranked for the particular keywords.
Heading
Heading tags is like <h1>,<h2>,<h3>... Usually, headings can also help you in
SEO. You can unlimited inserting words in heading, but in a common way, heading is written short yet clear. If you over-stuffed words into heading, well, in some extend, it will ruined the page readability. Well, you should make it 4~6 words and 7 words as the maximum, and try not to write the heading with 3~4 lines of words. If possible, finish them in one line.
Contents' Text
Contents somehow rather should be more concerned. In the beginning of the paragraph, try to insert some keywords. This will help you in SEO, and the crawler usually likes the beginning of the paragraph. Well, grammar error and keywords misspell must be avoided.
